Practical matters
The workshop will be hosted at Oxford University Computing Services which is close to the centre of Oxford.
The easiest way to get to Oxford from overseas is to fly to Heathrow airport and then take the 'Airline' bus to Oxford (http://www.oxfordbus.co.uk/main.php?page_id=24). The bus journey lasts approximately one hour, and you should get off at the last stop in Oxford (Gloucester Green) for most locations in the city centre, and for taxis. A return ticket (a 'period return') costs £25 and you need to pay in cash. It is also possible to buy an e-ticket online at least 24 hours in advance of your journey from the website.
Transfers from other airports are also possible: London Gatwick (2 hours by bus), Birmingham (1 hour by train), London Luton (2 hours by bus). Getting to Oxford from London Stansted airport is complicated, and is not recommended.
If you are arriving in the UK by train, you can take the train to Oxford from London Paddington station.

Some hotel suggestions:
http://www.holidayinn.com/h/d/hi/1/en/hotel/ofduk?&dp=true (about 4km North of the venue, on the outskirts of the city, but there is a good and convenient bus service, rooms from around £100 per night)
